1. Nature of the Service
Winona Residents Directory is a privately operated reference. It identifies and links to public rolls, indexes, and directory collections concerning Winona, Minnesota. It does not host government records and is not connected with a public office, court, library, or records custodian.
2. Acceptable Use
Use the service only for lawful purposes. You may not use it, or information found through it, to:
- Stalk, harass, intimidate, threaten, or harm any person
- Locate someone protected by a restraining or protective order
- Commit identity theft or fraud
- Make FCRA-regulated decisions (credit, employment, tenant, insurance)
- Scrape, copy, or republish the site's content at scale
- Interfere with the site's operation or security
3. No Consumer Reports

7. Indemnification
You agree to indemnify and hold the service operators harmless from claims or demands, including reasonable attorneys’ fees, that arise from misuse of the service or violation of these terms.
8. Intellectual Property
The service’s original text, design, logo, and layout are protected by copyright. Linking to a page or quoting a brief attributed excerpt is permitted; republishing full pages or systematically copying the content is not.

We may revise these terms by publishing an updated version here. Continued use after publication indicates acceptance.
10. Restricting Access
We may block or limit access, without notice, when a user violates these terms or abuses the service.
11. Governing Law
Minnesota law governs these terms without regard to conflict-of-law principles. Public-record access discussed by the service is subject to the Minnesota Government Data Practices Act, Minn. Stat. ch. 13, and to the classifications and procedures applicable to each record.
12. Severability
If a provision is held unenforceable, the remaining provisions continue in effect.
